Lès turns up quote often in place names, such as Villeneuve-Lès-Avignon. It seems to mean something like "near". Is that correct?

yes you are correct, literally the example you used would be New town near Avignon or Villeneuve near avignon, signifiying one is close to the other. Which they are!

According to Encarta, it is "vieilli," or "dont l'usage oral ou écrit est passé mais qui reste compris de certains locuteurs."
