Sim cards in Europe are almost all prepaid cards. You will need to go to TIM or Vodafone or Wind retailer to buy a card. You have to have a Codice Fiscale to buy a Sim Card and you can do that on line for free. Some people report that you really don't have any trouble showing up with only your passport (which you must always take to buy a SIM or even use a computer in an internet cafe now)
You can probably get one for 10-20 euros and add time as you need to. Make sure your phone will work on the European frequencies. (The North American gsm frequencies are different) Any Quad band GSM phone will work.
Prepaidgsm.net is a good site to learn about rates etc and has a link to get your Codice Fiscale.

We went through the whole thing of getting one online before we bought our SIM card a couple of months ago, but then forgot to take it with us when we went to the TIM store. It wasn't a problem ... they just asked us for a passport, which I think you always need to show anyway.
Once you have the card, you can recharge it a lot of different ways, including at a tabaccheria.
