I hope I can help you. There's a very reliable bicycle rental in Buenos Aires, called La Bicicleta Naranja:

They also offer guided bicycle tours around Buenos Aires, which I would recommend instead of traveling by your own. Buenos Aires is not a very bicycle-friendly city.
