We stayed here http://www.monte-carlo.mc/france/presentation_en.php in 2006. It's nothing special, very tiny bathroom, small bedroom. It was clean and we were fine with our stay and would stay again. We walked everywhere from this location. I see you won't have a car, but just in case, it's just down the street from a parking garage.

Are you definitely sure you want to spend that much time in Monte Carlo? There are so many more beautiful places along the French Riviera. I admit that I have never been in the city (although we've been to several places nearby), but I have heard it described as “an unhappy compound of Beverly Hills and Miami.” Why not stay in Nice? It is a really great city, and it does have a casino if you want to gamble.

I will have to disagree with Roz. Beverly Hills is much nicer than Monte Carlo and its cloned sky scrapers.

When we holiday in the Riviera, which is nearly every year, Monte Carlo is where we go only if it rains, and only to the Oceanographic museum. I also would recommend Nice, from which you can easily reach Monaco/Monte Carlo, without being stuck in that eyesore on the otherwise beautiful coast.
