I agree that there's plenty to see in both but to get most enjoyment from Lisbon, I think you need to take trips out - to Sintra and south of the river. This might be less good in December - whereas in Barcelona there is probably more to see indoors if the weather should be bad. I advise booking somewhere to stay pretty soon or you might spend a lot of time and end up with something very mediocre.
We happily spent a week in the Barrio Alto section of old Lisbon without a car and didn't come close to exhausting our options. Our apartment was on the Praca Luis Cameos with ideal access to the main trolly and train lines.

I am definitely in the Barcelona camp concerning weather when you propose to visit. Th influence of the Mediterranean over the Atlantic on these cities is an important factor.
However, leave Lisbon for another time, but do not miss out on it - it is a truly wonderful city!!
