When you want to positively reinforce something someone has said, when do you use senz'altro(spelling may be off), or per forze, or just certo?

you can use "certo!" and also "senz'altro". "Per forza" is only used in specific cases, but I think that it can locally be used as a synonim.
"Per forza" means something like "it's obvious", "it couldn't be different".
I would also use "senz'altro" (and also "certo") also when answering someone's request:
potresti aiutarmi? Senz'altro/Certo! (but not "per forza" that would mean that you're somehow obliged to....).
