A specific Piemontese saying? Spelling problems?

Could it be: "Quanto ti guarda"...?

Meaning something along the lines of "see how much he's watching you?" Like, a little puppy or a child whose eyes follow you all the time....

What are they speaking about when saying this?

The RaiUno weather guy says it all the time, and now, we keep hearing it (when learning a new language, something will hit you all of a sudden, and you hear it then over, and over!!)

He points to the map and says blah blah blah quanto di guarda (maybe it is guarda instead of guardia). Berlusconi used it the other night in the debate!! Micha jumped up and say, what IS THAT?????

I am confused (but that happens easily to me...!!!)
