I have a couple of pieces that I think would make interesting postcards... which as I understand it are more like short experiences or little vignettes as opposed to a complete trip report.

Do I prepare and submit these as I would a trip report, using "create a trip report"? I have photos that can be included, which I think would make the postcard more interesting. Can I make the postcard more than one page to include more than one photo, or is it better to link to an album?

Do I need to "clear" topics before submitting? Or is this only for the contest?

Treat them like travel notes. You can fill out a form and upload a Word doc here:

If you have more than 3 photos, make an album. Usually only 2 or 3 photos work well on a page for travel notes/postcards.

You don't have to clear topics before submitting at any time (even for the contest). Not all things submitted are published. For the contest we are discussing topics so that people do not duplicate efforts.
