That note says that you cannot use HTML in a signature (but I am not sure that is true - it may be a note leftover from before), but what you should use is not HTML, but the UBB codes as described on that HELP page.

[url] is UBB code, special codes used on this message board that are similar to HTML but are not HTML.

It is a great idea for people to do this. It lets other members easily link to your articles and gives them more visibility.
