We were tricked exactly that way in the US last week so it is not a particularly European habit - there were so many insurances on the bill that we lost count. I have never had that much trouble in Europe. If you are sure you are covered for CDW, then make sure you reject it. The personal insurance is the real rip off the world over as surely almost everyone has accident insurance when they are travelling. Just make sure you ask for an explanation of every box you have to initial - if there is a box for saying yes, there is also a box for saying no! And not every insurance they try to sell you is always bad.

We do also (have insurance through credit card). We have rented through AutoEurope several times in Europe and never had a problem about insurance. In the UK, we had to get liability as well, I think, but I don't recall that being true on the continent. Ann
