Have you tried Pension Pertschy? Depending on your dates it may come close to your price range. It is a great location near the Graben and we find the breakfasts excellent.

I stayed at the Hotel Schweizerhof in Vienna for one night. The price was 90 euro for a single room and included a buffet breakfast. It was located a couple blocks from St. Stephen's Cathedral. Hotel Schweizerhof It is a fairly large hotel, but the rooms were fine and the one breakfast I had there was good. It certainly fits in your price range. This hotel is frequently used by group tours, but I thought the location was great and certainly within walking distance to the main attractions. There is also easy access to the subway to the airport.

We stayed in this apartment right across from the Opera House a couple of years ago. It could not have been more centrally located and is now 110€/night with a 3-night minimum stay. I don't think you can do better!
