From my experience earlier this year, I would say that larger places, such as ticket offices, some restaurants, hotels, etc. will accept euros. However, smaller shops and similar still seem to prefer payment in kroner. It's always a good idea to have a supply of the official local currency available. A good bank ATM should give you a reasonable rate. As usual, though, beware of additional fees.
I can't give you a definite yes or no since some places might and a lot of places won't. I have noticed large international stores that have signs that they will take euros like H&M, C&A etc. I can't imagine that any small shop would take euros though. Most small shops frown if you give them a large bill like a 1000Kc so a Euro would definitely not be accepted in those shops. There are plenty of ATMs around though so just withdraw the money in crowns.(Then try to break the big bills at the larger stores and save the small bills for the small shops.)
We had no problems using Euro for larger transactions such as taxis and restaurants. We used the money changer for small change. We found them to be fair and honest. We also used ATMs.
If you expect change from using Euro, you will get it back in Kroner.
