"Foreign Currency Conversion Charge: MasterCard and Visa charge us 1% of the amount of any transaction made on your account in a country outside the United States of America. We pass this fee onto your account as a Currency Conversion Charge."
I read that to mean that even US dollar transactions outside of the US are subject to that fee.
I had received a "change in terms" notice about my MBNA card earlier in the week where it announced the imposition of the 3% foreign currency conversion surcharge, so I can put that card away now.
I have the same card and on May 15 they are going to chg the rate like you said to 3% I guess the banks are not making enough, so they gouge their customers. My went back in the box My credit union is the only one that is charging me 1% for each transaction.

I actually don't think any of us will outsmart the banks by finding a "better" credit card deal! They have been nibbling and nibbling at the rules for using their cards, until we have no wiggle room at all. I'm one of the people they really hate--I pay off my bill in full every month.

Kim, check out this thread. Charity, I think it is possible to find a better credit card deal -- one issued by a bank that doesn't add its own % to that charged by Visa and MasterCard, like USAA.

USAA is my bank, insurance, and creditcard. Bar none, the best customer service anywhere as well as good value, if you have the military connection. You must not need it for a credit card. The website is usaa.com, try the products section under banking.

I'll add my name to those giving the vote of confidence to USAA. Having the military connection, I was not aware that the Savings Bank, specifically the credit card, was available to all. My son-in-law, shortly after becoming engaged to my younger daughter, announced that the only reason he was marrying her was to get USAA car insurance.

I have been following this thread for the last couple of months and had gone to the usaa.com site earlier to apply. But never got past the eligibility test (no military connection).
Decided to call them tonight after reading this latest thread. Success! Call 1-877-632-3002 and ask to speak with someone in the credit card section. The person you are transferred to asks a few questions and then issues you a member number and will send the credit card application to your home address.
