My wife and I are arriving in Verona on a Saturday. Unfortunately, we arrive about 1:00pm, and are having trouble finding a car rental company open after 12:00pm. Does anyone have a suggestion?

How about doing the slow travel thing, and quietly enjoy Verona over the weekend, for which no car is needed. Monday morning, pick up your car.
