Robert, Dino is on the Red Line, right next to the Cleveland Park metro stop. However, Dulles is not near the metro, so it depends on where you are staying. There is a bus from Dulles that takes you to the Orange line, but that might take too long. If you post your hotel here, I can see if it is feasible. (I think the kitchen is open until 11pm.) So if you can get to a stop on the Orange Line, then you can take that to Metro Center, switch to the Red Line, and get to Dino pretty easily. Click here for a map of the Metro system.

I think it is really going to depend on banking on Dino's late hours and knowing how long it is going to take you to get through customs and get to your hotel. We've had it hit and miss at the new international arrivals area at Dulles. Sometimes we breeze through, other times we seem to be in purgatory. The bus service connections to the metro is more centered on commuters rather than on travelers trying to get downtown so your not going to find it a flexible option, I suspect. Your two choices for buses are the coach bus that Washington Flyer runs between the airport and West Falls Church Metro ($9/way or $16/roundtrip) -- info can be found here. Your other option to make a Metro connection at West Falls Church is to connect via bus on the Fairfax Connector (the county bus system) using the Reston Town Center Line (505) or the Herndon/Reston Town Center Line (950).
